Changes to replay review, draft order approved

The NFL approved two rules changes that would have affected the Chargers had they been in place last season, the San Diego Union-Tribune reported:
- NFL teams voted today to expand replay review to quarterback pass/fumbles when the ruling on the field is an incomplete pass.
- Teams also voted to change the criteria for determining draft order, ensuring playoff teams will not pick before 21st and that teams that lose in the Wild Card round pick before teams that advance.
The new pass/fumble replay rule would have allowed the Chargers to review an apparent Jay Cutler fumble in a Week 2 game in Denver last season.
The draft-order change would have given the Chargers the 25th pick this season because they were eliminated in the divisional-playoff round. Instead, San Diego selects 16th, by virtue of its 8-8 record.
